Development
of Literacy & NFE Manual and Guidebook
In order to effectively and efficiently conduct
training of literacy and non-formal education
instructors. NRC-NFE has been developing training
manual as well as other training resource materials
for literacy, NFE and other development programs.
The trainer maximally used those manual and
resources for good practice in trainings.
• Guidebook for
the Training of Literacy Personnel (ATLP)
Literacy Training Guidebook is a comprehensive
guidebook on training of literacy personnel
based on APPEAL Training Materials for Literacy
Personnel (ATLP). The Guidebook is a good
resources to organize effective training on
designing and implementation of literacy and
continuing education programs. The guidebook
explains about the need of local curriculum
for effective literacy activities. It includes
needs identification and prioritization, local
curriculum development process, local material
development steps, adult psychology and different
teaching methods. It also describes on the
organization of different level of training
programs for literacy and NFE programs, supervision,
monitoring and evaluation of literacy activities.
• Guidebook for
the Training of Continuing Education Personnel
(ATLP-CE)
The introductory manual on continuing Education
based on ATLP-CE provides introduction to
continuing education program which could be
provided to the learners after the basic literacy
program, in the manual six continuing education
program are mentioned. They are:
1. Post Literacy
2. Income Generation
3. Quality of life improvement.
4. Individual Interest program.
5. Equivalency Program and
6. Future oriented Program.
The manual provides full resources to design
and implement abovementioned CE program and
establishment and management of CLC. The manual
is very useful to senior level and mid level
literacy organization and managers of government
and NGOs.
• Training Kit
(Mobilization, Technical, Planning and Management)
on Capacity Building of NGOs on Basic Education,
2001
NGOs are playing key role in providing Literacy
and Basic education in developing countries.
The success of such activities, thus, very
much depends on the capacity and expertise
of NGOs working in such field. But in many
countries, the capacities of NGOs are still
very weak in designing. Implementing effective
literacy and basic education programs. In
order to help the NGOs working in literacy
and basic education of LDCs to build their
capacity especially in i) mobilization of
local resources including physical, financial
and human resources for literacy and basic
education; ii) developing literacy and basic
education plan involving community people
and various stakeholder and managing the programs
at national and local level; and iii) developing
technical resources such as training designing,
material development etc., the center has
developed three training manuals:
a) Mobilization
b) Planning and Management
c) Technical Resource Development
The manuals are very useful for conducting
training for NGOs to build capacity in abovementioned
areas. The manuals are furnished with the
necessary resources and handouts to conduct
session. It also includes tips to use the
manual in training.
• Community Learning
Centers Manual) (Jointly with the Ministry
of Education, UNESCO and NRC-NFE)
The manual on Community Learning Center is
a complete guidelines developed for the establishment
and managing CLC and its activities. Because
of effectiveness of the CLC in carrying out
different literacy and NFE programs at grassroots
level, many agencies including govt. are also
encouraged to establish CLC in different parts
of the country. In order to establish CLC
and manage CLC activities, the guidebook is
very much helpful. The manual explains about
the objectives and procedures of CLC, Role
and responsibilities of management committee,
planning and management of different activities,
financial management of CLCs, supervision,
monitoring and evaluation of CLC programs.

Materials on Adult Education Materials Development,
2001(ACCU Supported)
One of the major problems of the adult literacy
programs is lack of sufficient learning materials
at community level Adults need variety of
materials to fulfill their learning needs.
The handbook on development of adult learning
materials development at community level provides
details on development of local materials
at community level based on their own needs.
It explains about the needs identification,
development of curriculum plan, local materials
development using locally available materials,
field testing of the materials etc. The handbook
is very helpful to community workers, literacy
facilitators and material developers.

Materials on NFE Facilitator Training, APPEAL,
Bangkok, 2001
Facilitators are one of the main actors for
effective literacy and NFE programs. The facilitators
should have thorough knowledge and skill on
community mobilization, motivation, applying
various teaching techniques, learners' assessment
skills etc. The manual tries to provide all
sorts of capacities that facilitators should
have to organize literacy and NFE programs.
The manual also explains on teaching plan
development, teaching unit preparation and
making the class more effective and making
learning more joy able.

CLC is a community based institute which plans
& implement different educational income
generation & community development program
according to the needs of the community people
from their quality of life improvement.
The manual cover various contents on CLC management
such as concept of CLC, identification of
target group, need assessment technique, gender
concept, planning, local curriculum &
materials development process, resource identification
& mobilization, sustainability of CLC,
co-ordination & networking, financial
management, supervision, monitoring &
evaluation of CLC activities etc.

on Literacy and Post Literacy Trainer's Training,
2005
Literacy facilitators have key role in making
literacy & post literacy programs successful.
In order to make such programs more effective
and productive, facilitators’ capacity
in teaching / learning techniques should be
enhanced. So, the manual was developed for
training of trainers to impart knowledge and
skill on effective implementation of literacy
programs. It focuses on different NFE programs
in Nepal, situation of women & disadvantaged
groups, gender concept & empowerment,
different adult learning approaches, participatory
teaching/learning methods, lesson plans, learning
need assessment, local material development,
learner’s evaluation process, report
writing etc.

Materials on Sustainability of CLCs, 2005
Resource book on Sustainability of CLC aims
to support CLCs as well as GOs/ NGOs working
for promotion of CLCs and capacity building
of CLC personnel for its sustainability. It
is a compilation of 10 modules covering different
content areas like types of CLCs, Management
of CLCs, need assessment & planning, proposal
writing & report writing, income generating
programs, training and community development
programs, community participation & resource
mobilization, budget, account & auditing,
supervision, monitoring & evaluation,
and information dissemination & networking.
The contents were described with examples
of CLCs experiences.
